Fractals are 15 minute bite-sized dungeons, with 100 scales in difficulty. Each day they are randomly assigned different minor rules and rewards. Higher levels require ascended gear. Raids are exclusively a series of fights against complex and difficult bosses, and the most challenging PvE content.
The reason raid rewards are not up to standard is that these exotics are now worth between 30 and 70 silver, in contrast to the much higher price they held when raids came out. Mondays are obviously the most active, but usually there are at least some raids recruiting. of course depending on time aswell. you wont find raid groups at 8 am cause ppl are at work or asleep. in the evening there are raids everyday. 85. They haven't abandoned raids at all actually. This is Anet trying desperately to keep raids afloat. They see the declining population and want to get more players into it so that they can justify continued developed of raids.
